Not sure I understand why a temporary location was necessary. Exactly how much read tape does one have to go through in order to plant a tree on CoD property? I could go for an hour walk and probably find dozens of suitable spots.
There is no red tape, rather the sponsor that donated it wanted it on display for the Decatur Arbor Day Festival and has built a special decorative planter for it to sit in until it is planted. He is like the Nicola Tesla of trees, and uses these boxes all the time – come see for yourself, sale starts tomorrow.

Wish I could have seen this in person. Are they taking it out of something or putting it in a planter?
Is it going to stay in the planter? It seems like it would be more appropriate to put it in the ground in the cemetery or another greenspace.
It will stay in the planter until the city identifies a site for it to be planted permanently.

Also these trees get huge-they spread in all directions. No sense in planting in a too small area.

Willow oaks like streams or marshes so the cemetery seems like an ideal place.
