Massive Cuts Ahead: €66 Million Slashed from Regional Culture Budgets by 2025!

An investigation released on April 14 by the Contemporary Music Union reveals budget cuts in cultural funding across nine of thirteen regions for the year 2025, with immediate, tangible impacts already being felt.

The Contemporary Music Union (CMU) is sounding the alarm. In a report published on Tuesday, April 14, the CMU disclosed that nine out of thirteen regions have reduced their cultural budgets for the year 2025. This reduction amounts to approximately 66 million euros less than in 2024, set against a backdrop of broader national budget cuts.

The numbers are quite revealing: only three regions – Hauts-de-France (up by 3.1 million), Auvergne-Rhône-Alpes (up by 8.5 million), and Normandy (up by 0.3 million) – have either increased or maintained their operational budgets for culture. The remaining regions have made significant cuts, with reductions as severe as -20% in Île-de-France and -46% in Pays de la Loire. This trend is also evident at the departmental level, such as in Hérault, and in major cities like Toulouse and Rennes.

Local Cultural Scenes at Risk

However, it’s the direct impact of these budget cuts on cultural ecosystems that is causing concern. Speaking to France Culture, Aurélie Hannedouche, the director of the CMU, highlighted the significance of regionally funded cultural activities: The most noticeable impacts will be in cultural actions since they receive substantial funding from the regions,” she noted, mentioning essential venues like “schools, nursing homes, nurseries, or community centers.”

In its statement, the CMU pointed out several specific effects on the contemporary music sector: job eliminations in cultural associations and reduced event dates in local festivals.

This decline is particularly alarming given that these organizations are already under strain. According to the union, one-third of concert venues affiliated with the union – especially contemporary music scenes (SMAC) – as well as half of the festivals ended the fiscal year 2024 in deficit. Hannedouche has called for a reemphasis on the importance of culture, urging to “put culture back at the center.”
