    Apartment Complex Planned for Vacant Car Dealership Lot on Church Street

    Here’s the announcement from Atlanta Realty Partners.  And here’s the Google Streetview of the location!

    Atlantic Realty Partners is pleased to announce that on May 27, 2014, the DeKalb County Board of Commissioners approved its applications for the development of a 330-unit apartment complex to be located on 9.4 acres on the corner of Church Street and Milscott Drive in Decatur. The site was previously occupied by a car dealership but has been vacant for years. The multifamily complex, to be named “The Reserve”, will feature two “U-shaped” buildings enclosing a terrace courtyard with landscaping and a swimming pool. (See attached site plan). To maintain an urban feel, the buildings are situated directly adjacent to the street and will largely shield the parking lot from view. Additionally, the developer will install sidewalks and landscaping along both Church Street and Milscott Drive.
    Specifically, the Board approved (1) an amendment of the Comprehensive Plan Map from Commercial Redevelopment Corridor to Town Center; (2) a rezone from General Commercial to Office-Institutional; and (3) a Special Land Use Permit to increase the allowed height to five stories. The project was approved site-plan specific and subject to 17 conditions (attached).
    The developer wishes to thank all those who attended the public hearings and meetings regarding the project. Community input resulted in a final product far superior to what we started with. Atlantic Realty would like to specially thank the members of the Cross-Neighborhoods Committee for their input and informal support throughout the planning process. We look forward to seeing this project finally come to fruition and maintaining a continued presence in the local community.

        Any area that wants to be annexed just needs to ask. They (city commissioners) *always* say yes. That’s how we ended up with all of those single family residences in the Parkwood neighborhood. The mayor, when asked why he was In favor of the annexation, said “because they asked.” What a great long-term plan the city has for annexation. Too bad the commission doesn’t seem to take the school situationist into account.

          Yes, and I just drove down one street in Parkwood with several houses recently put on the market just after the annexation. But that won’t bring in any more kids to our schools right? Right?!

      My guess is the Overlords will have it in the bag on February 29, 2016.

      Honestly, though, it’s interesting to see how much Patel Plaza has contributed to that area’s revitalization and what it will look like in the next 3-5 years.

        Yep. Gonna have too many “renters” up in here. Why can’t all that diversity live somewhere else?!?

          …and what’s wrong with “renters”? I am not currently a renter, but have been before…as have many others. Renters are people too. Not everyone can afford to buy (especially with skyrocketing Decatur prices!) Should all the “renters” be banished to some faraway land consisting only of other “renters”? Since when did whether one “owns” a home become yet another point of social judgement?

        There is a huge demand for rentals in Decatur and very little inventory. That’s why the developers are here. I’d love to see a couple more of the dead dealerships be so developed.

        I could be wrong but my count for multi-family housing developments in Decatur and just beyond is now at 8 and growing. Fidelity Bank, 315 Ponce, the old Calloway Building, Trinity Triangle, behind Fellini’s, the MARTA parking lot, the Scott Blvd. Baptist Church location and now this one. I’m all for diversity in housing, and think several of these new developments are HUGE improvements in the area while offering a variety of opportunities for folks that can’t afford the 600k+ to live in the city limits, but I just wish they wouldn’t all come at once. Build 2, 3, or 4 new apartment/townhouse/condo complexes and see if they have an effect on traffic, taxes, or schools but don’t build them all at once. Also, couldn’t there be an issue with flooding the market? Remember how long the Artisan units were on the market?

          The Artisan came on the market just as the real estate market was tanking.

        Heather, these apartments are not IN Decatur, so I am unsure what you mean by your comment. Considering that area attracts a strong, vibrant immigrant and refugee community along with proximity to Emory, I am not sure why you have objections.

      This is good news, because it will help improve that stretch of Church Street. I also applaud ARP for taking on the costs of the environmental mitigation a former car dealership will require.

      There are two dead dealerships here (or at least two vacated buildings fronting Church St.), right? Will this development occupy both lots? I’m assuming so based on the size, but it’s kind of hard to tell. Basically what I’m asking is will this back up to Patel Plaza?

      In any case, this seems like great news. I was really tired of watching the weeds (now small trees) grow in those lots and the buildings start to decay. Glad something useful will finally be done with the site.

        Yeah, I was aware of that one (also great news), but I was referring to the two buildings on this site. But I’m pretty sure now that both were part of the same dealership.

        As brianc notes, Banner Ford is now the remaining white elephant in that vicinity. News so often happens in threes, so maybe there’s one more domino to fall…

      With this and the Tesla location, and the continued growth around Patel plaza, that area is gonna be a lot nicer and more interesting gateway into the city. And it seems to me the old Banner Ford lot would have lots of mixed use possibilities.

      I would really like to figure out where the balance is. There are so few examples to follow in Atlanta. And when does development sacrifice quality of life? Every city in metro Atlanta has asked
      this same question and most of these city commissions had great intentions, however, most have failed. One thing seems fairly certain to me, rushing into development does bode well.

      I am thrilled to hear the developer is going to put sidewalks along Church as part of the deal. Tried to walk home from my auto repair shop one time through the weeds and past the bridge that forces you out into Church Street – deadly place for pedestrians.

      honestly, i stopped caring about that entire area once El Toro closed. that event represented not only the end of an era, but the end of a way of being from which that formerly hallowed ground shall never recover.

      The Donald could come in and build a 3000-unit Trumpzilla with tanning beds in every bathroom, and Scottish style championship putt putt course in every lobby, and i. would. not. care.

            not sure about the drugstore brand, but there used to be a Pizza Hut in front of that strip that me and my bandmates put out of business: they had the very bad idea of offering an all-you-can-eat lunch buffet for $4.99.

              I think it was a Pizza Inn, not a Hut Rick. We asked the manager about where they got their pizza pans and he gave us 2 of them on the spot (they were replacing the old ones). Still have them. Also, the Kroger there was one of the first to try out the U-check-out yourself lines.

                entirely possible i got the names confused, Jeff. we put so many buffet-offering restaurants out of business, the names begin to get blurry this many years later.

                i think the food industry calls it “death by musicians” or somesuch thing.

      It will sometimes incorrectly indicate that on a smartphone screen. My old phone did that. But unless you change the post in any way, it should warn you of a “duplicate comment.”

      I just want to toss the big block in the room but saying that Walmart was likley a huge reason these sites are getting developed! I know that so many were upset about it but progress is progress and this area needed a real kick in the rear to jump start it. I expet that you will see others fall in the area and hope that it can move down to the old Devry site (dont think I spelled that right but you know what i am talking about) Clearly as most of my posts are pro-development i am all for this as well as the others listed.
