Savannah is indeed a beautiful city that is a joy to tour, and it’s no wonder. Savannah has done a wonderful job of preserving its historical architecture and making the city safe for tourists of all ages and transportation bent. SCAD and keeping things small, local, and accessible have been key.
Atlanta’s focus, on the other hand, has been convention business, big sporting events, shopping, concerts, and clubs. Outside of Stone Mountain, there is no single destination in Atlanta that I would consider destination-worthy. The GA Aquarium and World of Coca-Cola, IMHO, are one-trick ponies with virtually no tourism-friendly side venues. The whole Atlanta downtown is far too commercialized, leaving tourists more with an impression of islands of fleecing than a zone of enjoyment.
Savannah, on the other hand, has a huge zone of enjoyment in its historic district. One doesn’t have to spend a dime to take in the history and beauty, all in a relaxing setting. And, when dimes are to be spent, you don’t feel fleeced quite the way you do in Atlanta.

My wife frequently comes into contact with people here on business who are staying in hotels in and around Peachtree Center. When they ask where they should eat, she usually tells them to hop on MARTA and check out Decatur. They have always thanked her for that advice. Too many people who visit Atlanta only see the “tourist trap” district, with the Hooters and Hard Rock Cafe, overpriced hotel restaurants, and aggressive panhandlers, so it is no wonder they leave with a bad impression.
Does Decatur distribute their brochures to hotels in downtown/Midtown Atlanta?
Not that I’ve ever seen. It would make sense to do so though.. Lots of visitors down there catch the train to Lenox, so why not Decatur?

Though I agree with your comments in general, it should be noted that the MLK Center attracts more visitors than either of those two. It needs to be more accessible, however. Hopefully the streetcar will address that need.
