My guess is that the black stenciled text was done by Plumbing Man and the blue and pink eyes are graffiti that reflect what the drawer knew how to draw vs. anything relevant.
Or maybe the eyes are supposed to indicate “Look! Look at this sign!”
Another reason for the pic might be be that it says “plumbing man” instead of just “plumber.” Gotta love southern vernacular.
