In fact, there’s a creek or culvert at one point with no room for walking between the side barrier and the road. Or has this all been fixed now?

The comedy is that the sign represents an attempt to address a problem by reminding people to not participate in an activity that doesn’t actually occur at that particular spot.

Landover falls between a signalized intersection and a T-intersection (Clairmont Circle) with a stop sign, though, so crossing N. Decatur at Landover is legal.
