Partial grade separation, like the Garvin proposal you mention, is interesting to discuss, but it doesn't scale so well.

In a North Druid Hills study, one consultant had a large roundabout at Briarcliff & North Druid Hills that allowed regional traffic to bypass the intersection (motorists traveling from Stone Mountain to Buckhead) but allowed local traffic access to businesses and side streets. It looked ambitious (and costly), but I thought it was a neat idea.

Not saying it would fly at this intersection, but there is a lot of regional traffic on Scott that interacts with locals trying to cross.
