In Avondale, breweries are permitted in Light Industrial and also conditional in General Commercial, Mill District, and the Commercial Business District. A look at each city’s zoning map (distribution of uses and abutting uses) would probably be helpful to understand why a city would want to afford this use as of right versus exercise the flexibility to say “yes” but with conditions in various zoning districts.
