First, there is not a national public election for President. All elections are state and local elections. The election for President in each state is only to elect the electors to the electoral college (you could consider that a national election). States should set the requirements for their elections. I think 11 have proposed legislation this year. Secondly, the constitution isn’t restricted to federal issues. It’s the United STATES constitution.

I don’t know Hatfield but I’m sure he has the intelligence required to focus on more than one issue during a session of the General Assembly.
