Originally Southern California became the film mecca because of the never changing weather (except for June fogs that burn off by noon and September rains). When most film was shot outdoors, consistent warm, sunny weather offered a big advantage over the former and brief movie capital, New York. Now the costs are high in Southern California plus the locale is instantly recognizable from the sidewalk address numbers to the palm trees to the dry, high desert to pale pink smoggy skies. So cheaper and more authentic places with relatively warm weather (and tax breaks?) like Georgia are competitive as film locations. But not if we have the weather we've been having this winter!
