I’m guessing it has to do with location reassignments at the the post office and county offices.

I just took a look at this report. Appears as though the highest paying jobs are actually in the “core”. Not all negative!

Job loses were particularly bad in DeKalb County. Prior to the recession, the County lost 43,000 jobs!!! No county lost anywhere near that many jobs from 2000-2006. During the past deacde, DeKalb went from having the second most jobs in the region to the fourth most.

I wonder how many of the jobs in the fringe counties were in construction (and are thus now gone-probably for good)?
