Email doesn't seem to be used as much as it could be in CSD. The PTA/Os and booster orgs use it more. For a long while, it seemed like educators were the last to catch on to electronic communication. Now a majority of classroom teachers seem to use email well. I have a feeling that email is still underused because:
1. Telephone coverage among families is still higher than email coverage
2. Families are required to provide their telephone contact info but not their email addresses, although I think many are willing to do both
3. Administrators are understandably wary of email's potential to spread misinformation or errors

Nonetheless, I think email alerts would be a useful adjunct to robo-calls in certain situations, e.g. school closings. Basically, you want to aim the info at parents from as many directions as possible, hoping that at least one of them hits the target.

So, your mom-mobile is all set?

I wonder why the school system doesn't ALSO e-mail everybody about the closing. Seems like it would be easy enough to do.

Yeah, that happens with answering machines and voicemail. Since I got 4 copies of the robo-call, it was easy to piece together the entire message. Not sure that's something CSD can fix; it may be the limitations of the technology. Interestingly, I kept looking on the CSD website for information and saw nothing. But your post made me look again and then I noticed way at the very top, the small ticker tape going by. I guess everyone's different in what they notice. I need a great big fat red banner with ***IMPORTANT UPDATE!!! jumping out at me or my peripheral vision dismisses the announcement as an ad or spam.
