School Chairman: Decatur Commissioners “Not on Board”, “On the Fence” Regarding School Bond Referendum

Decatur school board chairman Marc Wisniewski admitted that city commissioners are “not on board, they’re on the fence,” about getting a $59.5 million bond referendum on the Nov. 5 ballot. The referendum would finance extensive renovations to Decatur High and Renfroe Middle schools. Regarding a joint Aug. 5 meeting between the board and commissioners, he said, “[the board] will have to some educating, some convincing.” He added that if the referendum is delayed to next year, both schools would eventually need trailers or have to go to split sessions.

This is also what we’ve been hearing.

After a great deal of thought and reflection, I have decided that it is time for me to complete my tenure with Decatur’s Board of Education. I will not be seeking a fourth term during the upcoming election this November. I have greatly enjoyed the 12 years I have served. I am proud of the progress City Schools of Decatur has made during those 12 years and am pleased to have served a role in that progress. I have been blessed to have worked with greatly talented and dedicated fellow board members. I have been equally blessed to have had the support and encouragement of, as well as honest disagreement with, hundreds and thousands of fellow Decatur citizens. And I recognize that my role as a board member in helping govern and steer CSD is possible only because of the amazingly brilliant, passionate and caring staff that fill our classrooms, offices, locker rooms, cafeterias, hallways, buses, maintenance vehicles, fields, stages and playgrounds with leadership and care for our children every day. Finally, I want to thank my family for having supported, listened to, and counseled me, and who sacrificed and weathered many storms large and small with and for me. I look forward to continuing to support the unceasing quest for improvement that is at the core of City Schools of Decatur as a private citizen in 2014 and beyond.

Decatur School Board Debates, Then Hires Chairman’s Son

Patch reports that the Decatur School Board debated, but ultimately hired Chairman Marc Wisniewski’s son, Joseph “Andy” Wisniewski, for a part-time job at College Heights Early Childhood Learning Center last night.

The background from the Board’s agenda, Action Item “a”, states…

O.C.G.A 20-2-58.1 states that no local board of education shall employ or promote any person who is a member of the immediate family of any board member unless a public, recorded vote is taken on such employment or promotion as a separate matter from any other personnel matter. Any board member whose immediate family member is being considered for employment shall not vote on such employment.

On July 18, 2011 two part-time After School Program Provider positions were posted at the direction of Ms. Suzanne Kennedy, Principal of College Heights Early Childhood Learning Center (ECLC). Once the posting closed, she and her team evaluated the candidates and a separate team interviewed those candidates. The team decided that they wanted to go forward with Andy Wisniewski and therefore the Human Resources department is requesting the public vote on his employment in compliance with O.C. G.A. 20-2-58.1.

The Board voted 3 to 1 to approve, according to the Patch article, with outgoing member John Ahmann casting the only “nay” vote.  Lots more info on the dabate in the article linked to above.

Ahmann Responds to Wisniewski Prior to Tomorrow’s School Board Meeting

Replying to a note that the Decatur School Board Chair Marc Wisniewski sent in to DM the other day, Board Member John Ahmann continues the public conversation with his colleague regarding the already-once-voted-on bell schedule prior to tomorrow night’s meeting, where Ahmann will attempt to get the issue put back on the agenda.

Marc:

Your recent correspondence to a citizen inquiry has two important errors of fact that I would like to address:

The first is, “…despite claims otherwise, there were not significant facts not already on the table and understood.” The evidence suggests the contrary:

a) I demonstrated at the last Board meeting that the cost estimates provided by Dr. Edwards were closely grossly inflated for the Bell schedule I proposed. Dr. Edwards has yet to correct, for the record, the cost estimates for the Bell schedule I proposed. She estimated $120,000 – $150,000. This is simply not true. Because costs were a significant driver for the decision, an accurate cost estimate is highly material.

b) At the May Board meeting Bruce Rhoaden represented the Decatur High School (DHS) SLT was ok with the earlier start time for the high school. Based on letters from high school members of the SLT, this is not true. In fact, we do not have any formal compilation of SLT parent views on the issue, nor do we have a clear picture of how the larger community perceives the issue.

Decatur School Board Chair Weighs In on Bell Schedule Dispute

Last week, we reported that City Schools of Decatur board member John Ahmann was openly publicizing to the community that he was trying to get the bell schedule, which he had voted against at the last meeting, back on the agenda for June.

In this note to the community, Ahmann proposed a new schedule with later start-times at the middle school and high school and an earlier start for the 4/5 Academy.  He also disputed the costs that the Superintendent projected for his schedule.

Well, the June agenda is now online and Ahmann’s reconsideration of the bell schedule is not included.  This led to a update by a parent – posted on the CSD Parents message board – entitled “Board of Education Chair and Superintendent Ignore Ahmann’s Requests”.  A snippet…

…[John] received NO REPLY from either Marc Wisniewski or Phyllis Edwards to his personal email requests to each of them to have his items placed on the agenda.

…John’s only recourse now is to propose to amend the agenda at the Board meeting, which he said is his intention. He will need a second from another Board member, and then a majority of the Board to agree that his items should be discussed.

This note was forwarded to me many times over the last couple days.  I followed up and received this reply from School Board Chair Marc Wisniewski that he sent to another resident recently, detailing his position on this matter.  Here it is in full…

I hope you know that I have no intention to ‘squelch discourse’ nor to not do what would be good for students. The bell schedule was revisited over 3 successive months – it was time to make a decision. We had heard many pros and cons from many parents. There was a need to begin the planning and organizing process for next year. So last month we voted and reached a decision that took into account the issues on both the bell schedule and the bus contract. We made a decision by a 3 to 1 vote on each (Bernadette was not in attendance). Now the sole person in the minority is seeing to bring the issues up again – there is a proper process for that but it is NOT to have an action item placed on the agenda by the chair or the superintendent. And, despite claims otherwise, there were not significant facts not already on the table and understood.

Marc Wisniewski Unanimously Elected Decatur School Board Chair

A new vice-chair has also been selected.  From the City Schools of Decatur…

On Tuesday, January 18th, members of the City Schools of Decatur (CSD) Board of Education unanimously selected Marc Wisniewski, former board vice-chair, to assume the position of 2011 board chair. Mr. Wisniewski has served on the board since 2001 and represents district 1, post A of the City of Decatur. Board members also unanimously chose Bernadette Seals to assume the position of 2011 board vice-chair. Mrs. Seals was elected to the board in November 2007 and represents district 2, post A of the city.
