How would you go about restoring the Pullman Yard?
According to Creative Loafing, “Interested parties have until April 2017 to submit their “highest and best” offer for the land”. So get thinking. And then go scrounge up some investors!

Are there actual protections in place to prevent this from just being razed for mixed use apartment/condo development #8,792? If not, I find it hard to believe it will become anything else but that.
There was a proposal before the city a month or so ago to designate it a locally protected historic property, but that was pulled, so no, there is no restriction.
The state owns the property and pushed the city to kill the legislation that would have protected some of the structures. They were worried those protections and restrictions would limit the pool of interested bidders, and what they’d be willing to offer. So, blame the Georgia Building Authority, not the neighborhood or the city, when the whole place is scraped clean for another mixed use monstrosity by Jeff Fuqua.

Food Court a la Ponce City or Krog Street
That ship has sailed. In five years some of them will look like North DeKalb Mall as the usual pattern of over-development plays out.
Funny. There was just an article in the Atlanta Business Chronicle that estimated that the food hall craze is still in its infancy across the country.
I’m with ya’ there. Already disenchanted with long lines and mediocre, overpriced, overhyped food at both Krog and PCM.
How about some “Mixed Use”??

Connect college ave. with Rodgers/la france. Make dekalb one way toward Atlanta and the extended college one way toward Decatur.

Roller rink. Disco lights. Alcohol. Add “shoot the skater” laser tag for those who’d rather shoot than skate. Host roller derby events. Maybe toss in ropes and a climbing wall at one end.
Then go do that mixed use stuff every developer expects in all the other buildings.

I would build a huge Aviarium and petting zoo. To increase patronage I would include an Indoor Skeet and archery range.
