Two CSD Schools Rank in the Top Ten of All Georgia Schools

December 18, 2014 – The Georgia Department of Education released 2014 scores for the Georgia College and Career Ready Performance Index (CCRPI) and City Schools of Decatur ranks 6th in the state. Our K-3 schools all scored 90 or above with two schools, Clairemont (2nd) and Oakhurst (9th), ranking in the top ten of all schools in Georgia.

The CCRPI is the new accountability system that replaces the No Child Left Behind (NCLB) Adequate Yearly Progress (AYP) measurement in Georgia and measures schools and school districts on a 100-point scale. The CCRPI will help parents and the public better understand how schools are performing in a more comprehensive manner than the pass/fail system previously in place under AYP.

“Once again schools in CSD rise to the occasion and outpace the state in performance. We feel that this measure, as opposed to AYP, is a better reflection of the work happening in City Schools of Decatur,” said Dr. Phyllis Edwards, CSD Superintendent. “I continue to be encouraged that our schools are being recognized for student achievement and progress as well as receiving bonus points for innovations like our charter system status, International Baccalaureate and Expeditionary Learning.”

Although CSD had a slight dip in the overall scores, the CCRPI has highlighted areas in which we can improve. These areas will be the focus of school and district level improvement efforts.

The drop in CCRPI scores is not unique to Decatur. Many districts throughout the state experienced a dip in scores in 2014 due to changing performance indicators and benchmarks. According to the Georgia Department of Education, “Georgia’s elementary schools saw a one-year decrease in scores from 77.8 to 72.6 (-5.2), middle schools saw a one-year decrease in scores from 74.6 to 73.2 (-1.4) and high schools saw a one-year decrease in scores from 71.8 to 68.4 (-3.4).”

“While decreasing CCRPI scores are disappointing, they are not unexpected,” State School Superintendent Barge said. “This index is still relatively new and demands different areas of focus for our schools. Improvements will not happen overnight, but the CCRPI is giving them a roadmap to tailor an education that is student-centered and one that will ensure they are college and career ready.”

Interpreting the CCRPI results

CCRPI is comprised of 5 parts: Student Achievement 60%, Progress25%, Achievement Gap Closure 15%, Challenge Points (bonus points) and Exceeding the Bar (bonus points).

Student Achievement

In contrast to AYP, CCRPI is a more comprehensive accountability system. Instead of just measuring Reading/ELA and math test scores, CCRPI also uses science and social studies test data to account for student achievement gains. CRCT for grades 3-8 and EOCT for grades 9-12 are the state assessments used to measure student achievement. Schools gain additional points in Student Achievement by serving students with disabilities in the general education environment. In addition, high schools like DHS are rewarded for their extensive Advanced Placement program.

Progress

Progress is determined through the use of Student Growth Percentiles (SGP). SGPs compare a student’s growth to other students with similar score histories. A school’s Growth score is determined by the percentage of students achieving typical or high growth on CRCT (Grades 4-8) and EOCT (Grades 9-12). There is no Progress measure for K-3 schools because they do not have two years of CRCT data since the CRCT is only given in grades 3-8.

Achievement Gap Closure

The Achievement Gap Closure is determined by calculating the difference between a school’s lowest performing quartile of students and the state average on CRCT and EOCT.

Challenge Points

Bonus performance points are available to populations such as Economically Disadvantaged, English Learners, and Students With Disabilities. Schools with at risk populations can earn bonus points when the aforementioned subgroups meet performance targets on the CRCT or EOCT.  Most K-3 schools will not be eligible for these points because they do not have enough students to comprise a subgroup.

Exceeding the Bar

In addition, CCRPI also measures the variety, accessibility and overall quality of a school’s instructional program. CSD elementary schools are able to garner additional points by offering fine arts and world language courses. CSD has gained bonus points for its instructional innovations such as system charter status, Expeditionary Learning, International Baccalaureate, and use of Measures of Academic Progress (MAP) data.

  1. Two interesting things I saw in the data:

    (1) The top four highest Achievement Scores are from DeKalb County Schools – Wadsworth Middle, Kittredge Middle, Wadsworth Elementary, and the Museum School of AE

    (2) Clairemont appears to have the highest Achievement score of any “regular” public school–non-magnet, non-charter, etc.

  2. Clairemont Elementary ranks second in the state out of all Georgia schools, and even more impressive, they rank first out of all Georgia elementary schools, based on our CCRPI score for 2013-14. This is an amazing achievement !
