That’s the Rec in the background, I think, and the mulch is our old chipped up xmas trees. I have a feeling that pile is temporary and that mulch will be dispersed and not left to rot the tree. If it does rot the tree and it falls, what impact will it have on the tree canopy calculation?
Textbook example of how NOT to mulch around a tree. Mulch that high promotes too much moisture at the trunk and can lead to rot and insets.
